Civilians work for federal agencies as well as military personnel.

Don't forget the daycare center that was in the building. I would say children are civilians.

then the guy last week was a terrorist.. he killed a DoD civilian.

Think of it however you want. There are those who believe it was a terrorist act and those that refuse that belief. It doesn't change the fact that the guy, whether he meets your definition of a terrorist of not, is a POS scumbag COWARD for murdering unarmed people, military or not...
