Chain adjustment

Eccentric hub will not budge.  Using the chain adjustment tool I cannot tighten it one bit.  Chain is slacking to much at about an 1.5 inches and needs to be tighten.  I've done this before on my previous s2r but not on this bike (s4rt) without any problems. Here's some pics:

I bought one of those cheapo adjuster tools of ebay as I lost my old ducati nice one.  It's doesn't sit completely snug on the hub, but does lock in.  Could this be the reason its so difficult?  All help always appreciated.

Will it turn the opposite direction?

Nope.  Can't get it to move either way.

The 2 bolts parallel to each other? No, that should prob help huh  [bang]
