Reststop between Piuma and Stunt

Came back from Malibu and noticed the rest stop between Piuma and Stunt Rd. is closed.  Several really big tractors up there.  Anybody know what they are doing?  I can't imagine what they could possibly be doing.  They just repaved it recently.
Life is never ours to keep, we borrow it and then we have to give it back.

Went through there today.

Only one excavator on the side of the road. Several bikes in the rest area..
