Brake fluid change

When a dealer says they will change the brake/clutch fluid does that mean bleed the lines too? That's the only way to do it, right? A friend said they can change it without bleeding. I didn't think that was possible.

Well I guess they could drain the res and fill it with new stuff... But really it's just easier fr th to hook up a vac bleeder and suck some fresh fluid through.

I'm not sure I'd put much faith in that friends mechanical recommendations.
