foam lining under tank ????

Bike in question is a 2000 M750.  The previous owner had the tank resprayed and the paint shop had removed this foam lining.  He had givin it to me with a bunch of other parts and I'm going to assume its some sort of heat shield or a sound dampner. 

Can someone tell me if this lining is necessary to have and the purpose of it, because I have not installed it.

I thought it would have been some sort of heat shield to keep the fuel in the tank cool and to deflect engine heat.

Anyways I had no intentions of re-installing it.
