So the 996S (RIP) got anywhere from 40-50mpg. I was quite happy with this.

The 998 has been getting between 26-36mpg. I enjoy taking a break to fill up as much as the next guy, but seriously.

Is this a pretty normal mileage figure for that motor, or should I be looking at getting the PC3 remapped?

My Testastretta powered S4RS averages around 38 MPG, although I am a bit heavy on the throttle at times. Not sure how that relates to the 998, but for what it's worth I got the bike new and it only has about ~2k miles on it.

26 mpg on a testastretta is really on the very low side of normal if the FI is properly set up IMO. My S4RS is generally in the 35 to 39 mpg range and I tend to flog the old girl every chance I get. Mine is set up with the full Termi system w/ DP ECU

If the CO levels are anything over 4.2-4.5 your mileage will really begin to suffer. If you can get the CO level down to 3.5 -4.0 you should be able to squeeze a tad over 40 mph if you're not beating on her too hard.

If you can't put around in first gear smoothly below 2000-2300 RPM then chances are you are too rich.

Is your 998 bone stock or does it have Termi's and a DP ECU on it. Who know how the bike has been set up by the previous owner if it's been modified. Sounds like you may just need to have the FI set up properly.

cheers
