Ok, I'll admit it, when I first read tbyte's comment I thought "Nah, that can't be it -- it's ignition."  Then I got to thinking about it... the bike ran for just about the distance that it could run with just the fuel that was already in the float bowls.  After lots of cleaning out connections, draining the battery, and getting nowhere, I figured "what the hell," why not empty the float bowls and take a look at what's coming out.

Take a look:

I looked in both the Ducati and Haynes manuals and couldn't find the spec for the appropriate water:gasoline ratio in the tank, but I have a feeling that it's not 5:1   ;)

Thanks for the advice, tbyte! It still hasn't run yet, but I haven't drained all of the fuel out yet (I added like 1.5 gallons of fresh gas on Sunday so it's probably a lower ratio water:fuel but I'm going to empty it all out and start fresh).  Plus the battery was drained a bit from unsuccessfully trying to start it.  So I'm going to let it sit on the charger and drain the fuel, replace with fresh and go from there; I don't see why it wouldn't start.  I think the weak spark was probably just because I was simultaneously trying to start it on a weak battery.

Success! Thanks everyone! I worked on it bright and early this morning before people got to work so the whole office building didn't come out back to see what the screaming loud italian motorcycle revving outside was all about.  I drained the fuel, put some new fuel in (along with a $4.80 manual petcock, details to come (assuming it works well)), then nursed it on starting fluid until all of the fuel had circulated and such (which took longer than anticipated, but it seemed to work).

Thanks again! Time to furiously try to finish up the work that I should have been doing early this morning... then make sure that I connected the fuel lines securely and take a test ride [Dolph] .

You can add a small amount of drygas to get any remaining water

Yeah, not a bad plan, I think I'll do that.

Oh, btw, the electrical fault finding goose chase that I embarked upon wasn't all for naught.  After painstaking inspection and cleaning of connectors / ground connections, my jumpy tach seems to have calmed down as well.

Don't forget to clear your overflow drain on the tank, I had the same problem last year (sitting in a downpour) and found that the line was clogged. I used a shot of CO2 on it.
