Middle bolt on rear hugger M750

Pm my '07 M750, I noticed that the middle bolt on the rear hugger wasn't attached, but it was under the hugger. I figured it would be easy enough to unscrew it, and then put it on properly. I was wrong. I took the hugger of to get at it, it just spins, never lifts up. I tried to use needlenose pliers to lift it a bit and nothing, I even though that maybe I could get a razor blade under it and lift while unscrewing, but no luck.
Has this happened to anyone else on here, if so, who did you get this out? And once you did get it out, were you able to screw it back in?
