Advice on Ebay Transaction

  OK guys, here's what happened....A few weeks ago I sold a Duc ECU on Ebay. I insured the package through the post office and sent it the next day. About ten days later guy emails me and wants to know where his item is. So we go to the post office and they track it and say it was delivered to him 3 days after it was sent.
  Now normally I might think that it was lost in the mail and try to work something out with him but......about a month ago I was looking at a S4RS race ECU on Ebay for $500 that was listed as "New". It sounded to good to be true so I emailed the guy and asked if it really was "New". He emailed me back and said that it had been on a bike before. To me that makes it used. Well it turns out this same guy(who is actually in the bike business) that is listing used ECU's as "New" is the guy that bought my ECU.
So I'm not really trusting him too much. I can file a claim with the post office to get the money back, but they claim they delivered it so I don't know what will happen with that.
  Anyone else been in a similar situation?

Three things

1) The post office says the item was delivered to the recipient.  Do they have proof of delivery (as in did anybody sign for it)?

2) You said its insured.... will the insurance pay out even when they claim that the package was correctly delivered?

3) If you are able to claim on the post office insurance..... why not accept that your buyer is honest (even though you suspect otherwise) and make the claim.  That way you still get paid for an item you sent off in the mail.... and your buyer gets his refund to which he may or may not be entitled.

This smells of scam.  The guy is depending on you to think that since it won't be your money and there is the threat of a bad review so you will go along.  Your way out of this is if he had to sign for the shipment.  I take it that, that did not happen.  He is a clever crook.
