Sticky stuff on stock instrument console

Hiya.

Bought a stock instrumental console for a 2000 monster on the internet. Low-mileage of about 3,000 miles.

After leaving it on the shelf for about a year, I found that the shell of the console holding the 2 instruments are sticky, with a blackish stuff coming off it.  Looks like paint attacked with thinner, I said looks like because certainly I did not bring any thinner near it.   

Any similar experience?
