More oil change advice

G'Day All,
When changing the oil in a carbed bike is it common practice to change the oil filter with each oil change.
If not usual practice do you just drain what you can through the sump plug or remove the filter tip old oil out and re-install  used filter.

Change the filter as well, and check the pre-filter screen, #19 below.  Make sure the crush washer is in correctly when you reinstall the screen.
