Brake chatter issue

So I have the usual low speed brake chatter issue.  Pretty violent shaking from approx  ~20 mph to stop.....sometimes.

I have tried cleaning and re-bedding the brakes. Sometimes this works for a while and sometimes it does nothing. I have purchased new brake pads but the shudder was pretty quick to return.  Basically I have resorted to panic stopping at every stop sign. Yay! for properly sprung front forks.

Braking at high speed or using more than normal pressure, has no vibration and in fact, since I changed that pads, is really quite awesome. 

So I have two questions:

1. What's my next move?

2. Am I causing this to return by braking too soft and too early when coming to a stop?

I know I can cause brake material to deposit on the rotors while clamping the brake pads in one spot while the material is hot from use, so I have have been careful to avoid that.

What are you doing to bed the pads?  I think you still have an uneven deposit layer on the disc.  I'd clean them again, really well with maybe 400 grit paper, then re-bed.

Also spray brake cleaner on the buttons and make sure the blade can move back and forth on the buttons.

Yeah reading that maybe I am not bedding them in enough.  I was taught that you do 5-6 60 to 10 stops until you get a little fade and then you cool them off.

Yeah I think it is time I take a the nuke and pave option and tear it all apart check all the buttons and maybe take some 400 grit to the rotors.

Then it will be time to take an hour ride to find a stretch of road that I can do 10 rapid stops without running into traffic or any stop signs.

For those that are playing at home, or using the search function.  I figured I would report on my progress.  I removed the front wheel, got really high on brake cleaner, and sanded the crap out of the rotors.

All the buttons had plenty of movement but seemed solid. I think that is what I'm looking for? So I set up with my sanding block and my wheel balancer and went to town.

While I have yet had the opportunity to properly bed the brakes. I don't know where a city boy is going to find the room needed to bed the brakes in per the stoptech procedure. I am happy to report that the chatter is almost completely gone.  I can still feel it if I ever so gently feather the brakes.  I hope to get rid of the rest of it when I find that abandoned air strip that they use on Mythbusters  ;)
