HELP! Crazy throttle routing. 1995 M900

So I put a new set of bars on yesterday, had some painting done, didnt mess with the engine at ALL. Is this correct? the top throttle cable. the throttle doesnt return anymore and i can feel the cable grittiness right there on the spacer it look to be hung up on. If this routing is incorrect, how the heck can that happen!!?

ok well instead of being in line like the lower cable at the cam, it looks like it is actually ran up up and over the little spacer between the carbs.
