What is a "shout?"

I noticed this when I last edited my profile.

A list of "shouts" made by member.

What is this, how does one "shout" and why would I use it
I live my life as a warning to others.

It's a function of the tinyportal software that is piggybacked with SMF.

We don't use the shoutbox.
