Saggy Brakes on 696 ABS

Has anybody encountered this issue where the brakes feel spongy or saggy on a 696 with ABS, I haven't felt it personally but my buyer is saying that they are.  The bike only has 4500 miles and the pads are in real good shape.  One thing different since the bike was sold is that the bike is now park outside where it was in my garage when I own it.
Possibly just needs to be bled but shouldn't need it since nothing has been replace or remove.
