3rd on sanding the groove. Use a Dremel and a cone shaped bit, makes short work of it. I'd sand the entire base below the upper ring area too but that's just me, my PC luckily masked that whole area properly. You could also pick up a tube of Superlube© for the o-ring...it won't harm the o-ring either and is a joy to work with.

Looks great BTW, makes me wish I'd done mine in silver as well.

Vaseline won't hurt the o-ring.

Duh, my bad. Gas tank. Petroleum product compatible. [facepalm]

Been busy with work lately.. finally got this put back together - wanted to give an update for reference.

I ended up hand-sanding the o-ring groove, upper lip (with the grub screws) and lower lip with 80 grit to get it down, and then smoothed the surface a bit with 400.  I made sure i could see the original material enough all around that i was confident it was close to the original dimensions.   Then, without the o-ring, the base would drop right into the tank.  I ended up using some vaseline on the cap base lower o-ring and gas tank seal and followed this thread to get it all back together:  http://www.ducatimonsterforum.org/index.php?topic=36513.0 .  One comment i have is that if the bike is on a rear stand, sitting on the bike to line up the base and push down when you are getting the black outer gasket on makes the job very easy!

I'm very happy with how it turned out... All of this to fix a leaking vent and drain line :)... But now i have a non-corroded base, and working vent and drain lines so i think it was worth it.

Thanks for the advice in this thread!
