I think the point is that a lot of riders don't instinctively (or otherwise) know the techniques covered in the article.
MSF courses for a long time taught NOT to brake while leaned over, ever (this may have changed, I hear they have a new curriculum).
I understand that Total Control may teach this or something like it... the nearest Total Control clinic is 3-4 hours away from me.

It depends on how you first started riding.
If you started on small, light dirt bikes with poor brakes at the age of 14 then your perspective is different then if you learned later in life from and MSF course.
