Error Code interpretation: "P0351 to low"?

Hi All - Recently hooked up GuzziDiag/IAWDiag to do some maintenance and read error codes ... one of which was "P0351 to low". (Note: I've had ignition coil related error codes before, on which I posted here ... but this is new/separate as the previous issues got resolved with, among other things, installation of new complete wiring harness.)

I realize the first part has to do with the ignition coil, but what exactly does the "to low" portion mean?

The only relevant info I could find was this discussion on an Aprillia forum, but I'm not sure I understand the underlying problem being discussed: what exactly could result in this type of error? One forum member there mentions "Coil 1 P0351
· shorted to positive / shorted to negative, open circuit." ... etc.

Note: I cleared the error codes but it comes back. Although it needs tuning and TB balancing (etc.), the bike seems otherwise to run generally ok.
