Yeah, I thought it seemed low, considering.  I can't wait to break in my new company 'car'.

... but I believe that there's a mileage cut-off.  Something about 7,000 miles comes to mind...

Basically, it's got to be a 50 state bike and have 7500 miles. 
Remember 'ol sparky', the Harley I rode?  That was my buddy's and he bought it in Hawaii with 1200 miles.  I rode that thing more than he did trying to put miles on it.
