Do those number mean what I think they mean? 31 degs of rake? I cant imagine riding something that steep.

it's not rake, it's offset. iirc, 31 offset would be ~25° of rake.

you sure it isn't torque spec to adjust for a certain degree of looseness in the front end for steering/turning?...

not certain...

but I seriously doubt that steering head bearings are left loose on that bike.

Well those numbers are certainly in the right range. Factory spec is 30nm. (I thinks it's rake adjustment too)
