I don't think that's a bad thing. The LAMS system in NSW is identical, and seems to work OK from what I have observed.

Nothing will stop people hurting themselves through their own stupidity, whether it be on a moto or otherwise.

My opinion is that power restricted machines for new riders and compulsory rider training cannot be bad things.
Having said that, you can still kill yourself being stupid on your CB250, and the rider training is not nearly long or comprehensive enough.
