While I'd probably be perfectly happy with a supermoto / enduro type bike, for some reason I have my heart set on a super lightweight sportbike with full bodywork.

Maybe even go super old school and fit it with a dustbin fairing. And it needs to be street legal, otherwise I'd look into some of the supersingles kits.

Right now, I'm just researching costs, but ideally I'd like to built it on the cheap (i.e. out of a used bike and used parts)
I own several motorcycles. I have owned lots of motorcycles. And have bolted and/or modified lots of crap to said motorcycles...

You could try looking at a Honda 450x.  It would put probably more horsepower than your target of 35-40 and there are a few on ebay within your price of 3k.  They have a magneto in them already so setting up a front light and signals wouldn't be difficult and I know there are kits out there.  Finding a 450x salvaged would be difficult because most arn't street legal so I would keep an eye out for a drz since they come street legal.

Just a quick thought a little outside of the box.  What about a KTM Duke single?  There is the first generation Duke, plus all of the 690's they are building now.  If you started checking salvage deals, you may come up with something pretty quick, easily under your initial purchase price.  My guess is you may have to work a bit harder to reach your weight goal, but it may be worth considering.

I am interested in seeing how this turns out.
