Why to never trust a green light

I live in and love San Francisco, but red light runners are the norm on this side of the bay. Never the first to cross the intersection and always on alert when riding here.  Recently, I was sitting on a red when my light turned green. I noticed a teen on her cell not slowing down. Sure enough she just rode through her red, oblivious to what she just did.
