Well I chalked it up to our failed legal system and an almost $3k learning experience......I'd love 5 minutes alone with the guy and my baseball bat.........but that's just me

Have you sued him?
If you sue him, you can notice him by publication. You don't need to have an arrest/conviction to prevail.
Even if he doesn't show up and you get a judgment, you send that judgment to every bank in the state and they will freeze his accounts until he repays you.
