The crash is under investigation, but the preliminary indications are that Belford, 45, allowed the van to drift out of his lane and into the path of the motorcycle, said CHP Officer E.K. Donis.

I'm not that surprised. That road has at least a couple of tricky downhill right-handers. But it sounds like the guy was local, so he should have been used to the road. The part that seems suspicious is where the original report said that he'd admitted to drinking, but wasn't "legally drunk".
