Signs look like Europe... 

I was guessing the car is owned in Dubai or Qatar, but the shots could be in the Gulf States or southern Europe -- in the first shot it looks like arabic script on the front license plate, second shot has palm trees in the background (though that could be anywhere along the Mediterranean) and "PAY..." something stenciled on the roadway, and the third has a split front plate with what appears to my aging eyes to be arabic script on the top & roman script on the bottom.
