choice of words makes me think the person doesn't know what they're saying.

I also wonder if the person realizes in the 2nd one that could be considered a threat of murder, which is arrestable.

no thats a general comment, it would have to be directed towards a specific individual and that person (in NC anyway) would have to "feel" afraid as a result of the threat
