Here in Washington State both the seller and the buyer are supposed to let the DOL know when a sale occurs, so you don't have to rely on the other guy to get his act together. The Title here actually has one of this precut/tear lines to rip it in half, one half for the seller, and one half for the buyer. I am pretty sure that if the Buyer shows up with the title and the seller doesn't ever show up with his part, they call the seller and make sure it wasn't stolen along with the title. Anhyways, I always make sure the DOL knows FOR SURE that I sold it and no longer liable for anything that is done with the vehicle.

Except that guy's in LA, and here in CA you simply send in a notice saying you've sold the bike. While it's still up the buyer to register it, it's no longer your problem.
Or at least it used to be, last time I sold a vehicle.
