Signal lights not required by law. Neither is a speedometer. It has a headlight and it looks as if the taillight is there.
My state no longer has vehicle inspections, and when they did, the speedometer was not on the list.

OK, I saw one carburetor but I thought the other must have been hanging off of the left side of the motor- out of the photographer's view. Now I see the front intake in need of a mate.
