A good thought, just using rivets.  That would also make it easy to assemble, try out, take apart again, etc.  Just two things concern me:
1) Would rivets be big enough to fill the holes where the spot welds get drilled out?
2) Then I wouldn't need to buy any new tools that make fire

You will have to drill new holes for the rivets. The spot weld holes you drilled can be left open....as the alum sleeve fits tight enough that they get sealed off as soon as you put the sleeve back in place.

I say....cut them apart.....modify and rivet it all back together. I do both tig and mig welding........but if you dont happen to have these.....rivets will work just fine.

If you do use rivets......post some pics if you can.....would love to see how it turns out.

Was working on doing this today...my damn aluminum sleeve won't move!  It's all rusty under the sleeve. 
To add insult to injury, I dented the pipe on the end of the can trying to hammer the sleeve down.  Yes, I DID remove the mount and the bolts. 

Annoying.

Someone on eBay is selling a pair of '04 620 cans with the heel guards for $15 + $20 shipping...wondering if I would be better off getting them and coring those...  Grr....

Spray some PB blaster in between the aluminum and stainless muffler body, wait about two hours for it work its magic. Try again and I bet it will come off very easy.
