this is only my understanding of the rules
from what ive been told by fraisers, ducati penrith, rta, and the insurance PI from western qbe
they all said pretty much the same thing
a bike needs to be LAMS from new to be able to be LAMS compliant
the restrictor can be removed and the bike can be reregistered without it as LAMS approved
mine has now been reregistered 3 times as LAMS approved, and each time ive made sure ive told them the restrictor has been removed then they ask if i intend to sell it with the restrictor back on, when i answer yes they say its too hard to do once removed from registration so they keep it there. each person from the RTA has made me aware that if someone else rides the bike who is a learner the restrictor has to be on as if they get pulled over by the

and they check it is loss of licence but as im a full licence its fine.
then once im selling it put the restrictor back on (2 RTA people have told me to get a qualified person as it may be checked by some rta inspectors )
i purchased on from ducati penrith no problems, its sitting in the shed waiting for sale with the bike if needed
once again its only my understanding from diffrent conversations with diffrent people
