I feel your pain! Or wetness?
I have a 2001 Monster 750, which I bought used last year. The previous user did the standard tail chop which looks great, but I get showered every time the roads are wet. I've gotten to the point where the back of my helmet was covered with shite and the back of my collar was soaked.
I also have a 748 and after some observation I had a brilliant idea: I'll put the license plate holder from the 748 on the monster as a mud guard.
The work is relatively easy to perform, the 748 mud guard is held in place with 3 screws and has a hole for the cables, so I made 3 holes at the end of the plastic board (I can't remember its proper name) under the seat for the screws and one for the Monster's cables. Then I attache the license bracket from the 748 and voila'!
... well not really. This solution has 2 flaws, one is that the plastic board under the seat flexes under the weight of the 748's bracket (with license plate, turn signals, etc). The other flaw is that it only protects me from part of the spray.
The solution is to fab a metal bracket that will hold up and extend the 748's license plate holder. The metal bracket is be held in place by the two screws at the end of the monster's frame and the 748's mud guard bolts right into it.
I'll post some photos as soon as I get a chance to. I'm sure they would help explain better the whole idea.

maybe it's just me. but if you have issues with getting wet with short tails... go back to stock. anything you make up won't look as good.

I actually have one I cut from a piece of black ABS about 1/16" thick, slips in and out under the lIcense plate with no tools. In and out in about 10 seconds, works great, only there when I need it and carries easily in my backpack.

I bought the bike with the tail already chopped. And it looked great that way. It only became an issue for me when I started riding in the rain.
Anyway here are the photos of my fix.
The metal bracket that I put between the 748 licence plate/mud guard and the Monster's frame is still somewhat crude. I plan to work it with my Dremel to cut off unnecessary parts and smooth out the corners.
I'm very satisfied with the end result though, here's a photo of what it looks like.
And yes I know it's "license" and not "licence" but I'm not going to go back and fix the images.

You could get a plastic dealer plate off a car, turn it sideways and zip tie it to the bottom of your motorbike plate. Drill holes accordingly. (this works in my head at least)

And I thought the whole idea of the tail-chop was to remove all of that plastic permanently attached and hanging below the back of the seat.....
