Looks to me like he lowsided because he was startled by the cop and grabbed some front brake.

This is why, when riding briskly in the twisties and I happen upon a hiding patrol car, I act like I am doing nothing wrong.

What could the cop have done in that scenario anyway? Certainly not give chase and expect to catch him, and I doubt they could catch the plate number. I'm not advocating running from cops, just seems like a pointless heavy-handed cop presence designed to result in exactly this.
At the same time it can be argued that public roads are not for the purpose of spirited riding, but I'd be preaching to the choir . . . plus I was there 2 weeks ago. [moto]

.
I somehow doubt it was the intent.
Also we have a large LEO presence in the local twisties on the weekends, probably necessitated by the number of crashes.

+1 here in AZ. Sometimes they are pulling people over, sometimes they are doing traffic control for people that have wrecked. (cars and bikes)

before this thread heads in the wrong direction, let's keep it about the rider's actions.

Def freaked and grabbed a whole bunch of front brakes. My philosophy, a ticket is usually cheaper than Ducati parts, just stay smooth and steady on the gas and then pretend nothing ever happened [moto] ....until the lights turn on and then just be nice as possible.

Sue the cop for illegal parking
...... he shouldn't park his vehicle on a double lined road shoulder .........

for all we know the LEO might have just been asking if the person was ok, the rider didn't appear to be speading and merely lost the front end.
high lean angles do not mean that the person is breaking any laws at all. it just means they are leaning a lot in the turns.
it seems the rider just leaned the bike too far over and lost the front end that is all, i wouldnt' say that the person is speeding. it looked like they were going 30 mph tops on a 25mph road.

right before the crash you can see him try to stand it up and them wham. too much brake and not enough traction, unfortunately.
Having a friend who went head-on with someone in that same stretch of road.. well.. /shrug if he was going fast enough to feel like he needed to brake like that, maybe he should slow down.

there's a certain panic mode that happens when you see red and blue lights on or off.
looks like he did that.
personally, and it's not an insult to the police, i think police should try to think about the consequences of startling someone in a corner when picking a spot to watch.
even while driving a car, the tendency to twitch the wheel a bit or touch the brake in a corner can have bad consequences.
