Fresh measurements:
height from outer fork-pinching part of S2R top triple to where the risers mount..... 20mm
height of stock risers..... 30mm
Leaves about 50mm of room for the 998 fork tubes/adjusters. (if you don't tilt the SM bars forward)

is that 23mm difference at the adjusters of the 998 forks all the difference between the stock forks?
are they longer/same length than stock everywhere else?

Now
that's
what I'm talking about. Thanks. I may use MR10 polycarbonate which is the stuff F16 cockpit covers are made from. It's hard yet not brittle and non-compressible. Whatever I use it has to be something that doesn't compress. I need a solid clampdown. So its looking like either the polycarbonate or some aluminum. Trouble is I only have 1/2" MR10 and very little of it. It's extremely expensive. I'll see if my supplier has any cutoffs of 3/4".
Given the cost, I would order that hunk of 6061 I linked to and forget the MR10. MR10 grade polycarb is actually Mar Resistant, and it WILL compress over time. Especially when it get's hot (it'll expand) and cools - which means you will have to tighten the screws to keep it from being loose and when it expands it could warp/crack. Though polycarb is shatter resistant, it can still crack. Go with the Al. [moto]

My custom bars didn't require any kind of spacers....just a different material all together (4130). Should be done soon w/999 masters.
So there.

just trying to help, honest.
but looking at that photo. it's your riser that going to be the issue. if it doesnt bring the bar high enough you'll get the bar hitting the top of the forks. and also, i really don't think there's a problem with the stock masters you have. the bar is 7/8" at the controls and is flat on the outside where the coffins reside.
obviously, once you get all the parts you might experience different, as I have learned, not everything works the way it's planned.
yea, and I'm grateful.
The normal S2R risers seem to have a bit more rise to them than the Darks. I'm hoping it will be enough. If not I will have no other choice but to go to clipons. I have no particular aversion to clipons, it's just I'm concerned that they may be too forward for me as I will likely go with Woodcrafts, and they use forward mounts. Tall Boys would be cool, but they don't come in 53mm and some have had issues with them hitting the tank. Besides something about the SM bar appeals to me. The 998 forks are slightly longer than Monster forks, so to retain the correct geometry without having to jack up the tail I'll have some protrusion to deal with.
In any event, I'm glad I can fab some spacers in case I don't need them(saves me some $$$)

Sounds like you have the spacers all worked out, but I didn't need them with my SM bars. I don't have the longer forks, though.

You could also machine your own reservoirs and integrate them into whatever masters you wanted, assuming you have the capability.
Alternatively custom risers would also be relatively simple to make.

After no luck trying to find clipon spacers, I decided to make my own with a CNC machine. These are mockups, out of low density polyethylene plastic. They fit perfectly, and are a perfect 10mm offset. All I need to do now is find some 3/4" aluminum sheet to machine real ones. Trouble is I usually only work with plastics, and a sheet of 3/4" thick aluminum is kind of hard to find. I'll have to order it, and that detracts from the satisfaction of making it myself a little. Would be a lot cooler if I had some aluminum stock lying around. McMaster wants ~$50 for a piece 2.5"x12"x.75". I could get four pairs out of a piece that size, so if anyone needs/wants a set I could do it for $15 a pair plus shipping, which is a good $25 less than Monsterparts sold them for. Would help me offset the cost. Alternatively, if anyone has a scrap piece of 3/4" 6061 lying around that could make a few pairs, I'd be glad to send you some. I just need the spacers and nobody has any :'(
Corsair Industries I assume isn't a functioning vendor anymore since they don't answer emails, and Chris at Desmoworld doesn't answer his PMs.
If I were you I would just use the one's you made out of the poly plastic until the others become available. I'm sure they will be durable enough and considering where they are mounted they won't stick out too bad.

I could build some of those would there be much interest form other people? The more I can build the lower the price will be.
