I'm not sure if they fixed their process, but in the past Florida's lax vehicle title policy made it easy to buy an out-of-stage salvage car / bike and get a clear Florida title. Then the scammer would flip them at auctions / ebay / etc. A month after there was a big flood somewhere there'd be a bunch of cheap cars coming out of Florida (and a few other states with the same issue) that had been previously submerged but then cleaned up. There was an article I read about an auction company buying so many cars after Hurricane Sandy that they rented an airport on Long Island to store all the cars (parked them on the runways). Although I'm sure (sarcasm intended) that whoever they auctioned them off to were just going to dismantle them for parts.
