Bill Wall - he must own Wall Drug, cause it's like the same name. Or maybe he owns Wall Mart (not to be confused with Walmart)?

And I don't think it's a matter of cleaning sadly, that's rust! The friggin chain is rusty and it looks like that has stained the cases. My guess is it was left on it's sidestand outside for a while.

Final hater comment: the bike looks boring to me.

there might be if some unscrupulous assmunch whom overcharged the hell out of him for the sake of whom he is and knowing he could afford it....it is possible...not bloody likely or smart...but possible...

what is the phrase...a fool and his money...
