I was watching and kept expecting the helmet cam to be footage of the bike cameras looking up her skirt.

Definitely staged. If you replay the vid., and pause it at the impact, you can see that she deliberately looks back to the camera several times as she approaches the victim no one who just witnessed a crash of that magnitude would be able to continue to be focused on the camera.
