No statute bans it, just like no statute bans unlicensed open carry of a pistol.
The correct question is what statute bans it?
The state AG's ofc isn't aware of one, and va has preemption.

Does VA have the same problem that WI has of local LEOs and DAs arresting/charging open carriers with disturbing the peace since they can't stop open carriers for any other reason?

No due to an arrest and lawsuit several years ago. If you open carry here you may get a question from a cop just to see if you're otherwise sane. I've carried open wearing a suit and got barely a glance from le.

That being said, carrying a longarm on a sling would merit greater scrutiny. I don't consider a stop and chat under those circumstances bad. At the least, its an opp to reinforce that being armed is ok and legal.

i think if a
pulled me over for wearing a shotgun like that and it wasn't loaded that as long as its a civil conversation of what's up and such and i was just on my way from the store or to or from the range, etc , it wouldn't be a big deal at all to me.
in all likelihood as long as its only a stop for just asking why i'm there and such and no tickets or such then would probably be pretty cool
and actually have a good conversation about guns and such.

VA preemption statute:

Does not distinguish between handguns and longarms, only allows localities to enact restrictions on discharge of a weapon.
And to the VA legislature's credit, subsection C permits lawsuits against a locality violating the preemption to get attorney fees, damages, etc.

but after digging around even more, I found that the state allows localities to set limitations provided they are posted and it also allows for individuals to carry regardless of local statutes if they have a reasonable belief that it's necessary for their personal safety.

Back to the OP, I have found that pretty much all DC/MD/VA drivers are lame. DC drivers are just lazy. MD drivers are stupid and aggressive and VA drivers are stupid and timid. I am not sure why this works out that way.

i didn't see that original post when i posted the link to the same statute, but that only allows the localities to have the law. look at the DGIF chart I posted, most of them do not. (items #22 and #54)
