The filtering bill has been introduced again.

I hope it gets passed this time. Stopping on the Tollway and seeing all that open space between the queues of cages is not fun, especially in the summer.

Wasn't it a Senate Bill last session, which passed the Senate then died in the House and the prior session it was a House bill that passed and died in the Senate?
Now it is a House bill again and keeping to form it'll probably pass then die in the Senate. and around the circle jerk goes again.

As I recall, the state of CA did research on the subject, and it concluded that traffic in general flowed better when motos were allowed to lane split, so they passed a law to permit it. The usual solution in TX is to authorize the local toll authority to build a private toll road.

You recall incorrectly.
California law is silent on the subject. There is no law prohibiting lane sharing. Generally, traffic laws are not written to "allow" something, only to prohibit -- whatever the law is silent on is assumed permitted.

I defer to your legal expertise. I think we have something akin to a "one vehicle/ one lane" regulation on the books here in TX, so a filtering law would have to be passed here that excluded motorcycles in certain circumstances. I do like the approach to enforcement that you describe better.

Most places have the "only one vehicle shall occupy a lane at a time" language, with exceptions for police bikes riding side by side or parades.
