I don't know that the POS bike isn't the way to go.  Sounds like they are not the fitness/outdoor type.  If they get into riding then they will need to get something better before too long.  In that case you lit the spark that got it going and they end up with the bike they like.  It is also very likely that this won't make the lifestyle change you hoped for.  Well, in that case you gave it a try and your not out a lot of money.  They might ride every few months or once a year and the POS bikes last for ever.

We bought new cruisers a couple years back.
after looking at all the ultra-swank felt, etc...
decided on a Schwinn SSX in plain black.
its the Monster Dark of bicycles.

decently made, lots of accessories avail, and (most importantly) not so expensive im worried its going to be stolen.

ours get ridden down the greenbelt to downtown for events and shopping (ok- mostly to the bar)

^^^^  That, and I forgot to mention.

The standards they use on cheaper bikes are the exact same standards (as far as sizing of componentry, give or take) they use on the high dollar stuff.  They only difference is that EVERYTHING on a cheap bike is not as high of quality as the stuff on the better bikes.  If they do choose to ride them until things start wearing out/breaking, they can be upgraded with a much nicer part that most (decent) bike shops should carry on hand.  One of my favorite bikes of all time (I've had a few) was a Pacific I bought at Target for $180 bucks that eventually made it down to a 20 pound road destroying machine with high spec parts. Something broke?  I put one of my old high end mountain bike bits on it.  Food for thought.

I'm a fan of Electra bicycles. We have three for our family of three and have put a couple hundred miles on them riding around our house. Mine is aluminum, but my wife and son's are both steel frames. They run around $4-500 new, but we bought one of them used for $250.
