Just a heads-up that as of Sept 1st, DC has deployed more than 20 new speed cameras around the city (some fixed, some mobile).  Here's the latest list http://mpdc.dc.gov/mpdc/cwp/view,a,1240,q,547991,mpdcNav_GID,1552,mpdcNav,|31886|.asp.  Unfortunately, it appears that MPD has removed the map they used to provide which shows the locations, which made it easier to identify your own commonly traveled routes.

Sorry Jim, as part of their new initiative they've equipped several moles with helmet cams to snap your pic from the gutters.

What a mess.  I read an interesting article on SSRN that suggested that this fad for local governments of installing speed cameras and "outsourcing" other traffic/parking related enforcement activities is really a thinly veiled means of selling the rights to future tax revenue (i.e., emulating the federal government by dramatically expanding the government debt).

the problem is, at the rate of collection on Speed Camera and Red Light Camera tickets, they are exceeding the "revenue" of police handed out tickets even after the outsourced people get paid...because people will more than likely just "pay" their no points infraction and think no more about it, whereas people go to court for issued tickets from an officer for to try and reduce the fine and/or get out of the ticket....and then you add in court costs...

Yep, no question about that.  The article suggested that governments are charging huge up-front fees to the private revenue collectors for the rights to collect revenue in this way in the future -- basically selling tomorrow's tax revenue today. From an economic standpoint its no different than taking on government debt, or so the article argues.
