Maybe a dumb question but when setting the timing I put the bike in sixth rotate the rear tire until my vertical is tdc. I get my belts on timing looks good. Same with the horizontal. I rotate the tire again but can't get a complete revolution. Should I be able to? Is there something I missed?

The engine should rotate.  Post detailed photos, something is wrong.  Do not attempt to start the engine.

Hope this is a silly question, but you've removed the spark plugs right?

Plugs are out. I replaced the base gasket and pistons. Checked the squish everything looked good. I'm assuming I just screwed up the timing. I got full rotation before I put the belts on. I'm gonna redo and see what happens. I don't have any way to post pics. Sorry.

Sorry - had to ask. Once in a while we get folks asking such things that have neglected those basic items. But it seems like you're beyond that base level of tech.

I'd look at the vertical as the possible source for your troubles. It's a pain in the ass to line up that cam due to the fact you're pushing on the helper spring when the marks are lined up.

All of the timing marks are based on the horizontal cylinder being at top dead center.

Check for spark, and make sure your intake and exhaust valves are closed (have free play) when each piston is at TDC.
