So I was watching Moto2 the other day and an idea. Surely not an original idea. I've no doubt it has been done before, but if it's being done at the moment I haven't seen it.
How's about a class (or classes) where there are no factory teams at all. Unlike Moto2, I don't want a control engine. I'm happy to let manufacturers build engines which teams can purchase, and probably have some sort of rules regarding the tuning of those motors beyond factory-fresh specs.
And then whole other groups of people are tasked with producing chassis for these various motors. Who builds which chassis for which motor can be handled in a free-market manner: The best, and therefore (probably) most popular engine(s) attract the best frame makers.
Bodywork can be made by whomever, I suppose. Suspension is a free-for-all as well.
Undecided on how to handle electronics. Either the engine makers, or just purchase off-the-shelf components.
Tires from whomever will make them. Or off-the-shelf race rubber. Whatever works best, and is fiscally possible for the team.
Anybody want to add to my pipe dream?

How about a claiming rule that allows you to buy another bike for the paltry sum of $1? That'd make it all about the riders

This is a hypothetical racing league...and claiming rules certainly seem like a good idea.

As long as it's hypothetical, and if close racing is the goal:
Engine limits based on displacement
Tires - Whatever
Bodywork - Whatever
Frames - Whatever
Suspension - Whatever
Gearbox - Whatever - I'd totally allow dual clutch systems.
Minimum weigh limits based on bike + Rider weight. I'm tired of all these humorless midgets
And throw in a claiming rule on engines & gearboxes (Frames too?) to prevent overbuilding.
Fuel supply should be limited but reasonably generous. Right now the limited fuel supply is a big driver of much of the crazy electronics packages. Add a claiming rule for software

Why not just expand the claiming rules to the factories? That would show them... the door.
