As you can see from the photo, when turning the handle bar is pressing my finger towards the gas tank.  It does that on both sides.  Even without my fingers, when turning either way, the handle bar will press on the gas tank, specifically on the gas tank mesh.  Shouldn't there be some kind of lock mechanism that will stop it maybe a couple inches from doing this?  Anyone else has this problem or find it a problem with their 2009+ monster, or any model year?

You should be able to adjust the handlebars or the steering stops so that you've got some clearance. It's not really a problem, it simply hasn't been adjusted yet. And you generally don't spend too much time, if any, at full lock when you're riding, so it's no big deal. I adjusted my handlebars/steering stops to leave about an inch of clearance. It helped alleviate a bad tank ding when I had a kickstand mishapp a few years back.

I have one of the newer style monsters, and the handlebars did NOT touch the tank at all.  It left a little bit of space when fully locked to the right or left.  That was important since I move the handlebars left or right to full lockout when I'm moving the bike in and out of the garage. 

I think you could adjust them yourself, but I'd rather just take the thing to the dealer and have them fix it.

Easy 5min. fix. But dealer should have done this before you took possesion.
