So hopefully the present and past mil folks can help me out.

The wife has got a freakin' lot of old navy uni items (whites, tans etc etc) that are all still good and could be donated. They have been dumped in the garage and become an out-of-sight issues - well for her not me as they are under foot.

She works on a base that has a donation location, but keeps laying off that their hours are very limited etc etc. And so they still sit.

I'd like to donate them - but I'm not sure if there's any special rules pertaining to uniform items that prevent one from using a 'normal' donation route like good will. Anyone have any insights on this? I want them out of my way.

Mostly no. Only a couple items have items that can't come off

You can probably sell them to a surplus store if you'd like.  Just make sure any personally identifying, and military affiliating information is/was removed.

Being faster than you thought possible…it feels good. No, screw that—it feels like shotgunning a gallon of adrenaline and chasing it with an all-night orgy aboard a burning Viking boat.
