TV news was reporting that he'd already been arrested. Last I checked having cuffs on is part of arrest. Yay PG county... just a month after that footage of a PG officer hitting some cuffed guy in the face. What's wrong with that county!?

well, we just don't know what "trying to escape" entailed really with no public statement from the officer or the PGPD on his behalf....so we can all pontificate and so forth...

"The suspect who was shot by a District Heights Police officer after being accused of stealing a motorcycle Thursday night was handcuffed at the time of his shooting, a police source tells ABC7 News.
District Heights Police Department officials say that the incident happened at about 5:20 p.m. Thursday, when officers arrested Kalvin Kyle on allegations that he stole a motorcycle. During the course of the arrest, the officer involved in the shooting, Sgt. Johhnie Riley, shot at Kyle because he allegedly tried to escape custody.
Kyle was taken to an area hospital for treatment for a gunshot wound to the back. He will be turned over to the Department of Corrections upon his release.
Police sources tell ABC7's Brad Bell, though, that Kyle was in handcuffs at the time of the shooting. He had an open warrant for his arrest when he was taken into custody.
Riley, an 8-year veteran, has been placed on administrative leave pending a full investigation. The District Heights Police Department says it will seek additional charges against Kyle."

Could be the case... no details beyond that he was trying to escape and was shot in the back are out. Highly unlikely he was on said bike at the time vs on foot of course.
Was the dude even on a/the bike when it all started? WJLA reports he had an open warrant so the moto theft could have happened at any time - right?

Obviously none of know all the circumstances yet but anytime someone's shot in the back a lot of questions arise and if that person is already cuffed too...
