Assuming your answer to koko 64 is yes, my personal experience on my bilke:
Add windscreen, more stable at speeds over 100 MPH.
Add clip-ons, more stable.
Add steering damper, low setting pretty damn good.
In my case I believe the instability, which was not too awful bad stock, was caused by my steering input from being moved around by wind. As pointed out by others, a steering damper is
not a fix for a suspension problem, but, IMO, a nice addition, particularly when dealing with NYC roads
