Yes, especially in California.
Really, it depends on the rider, not the weather or the bike. Some of us even ride in snow, as this member does:

Just to show I'm not just starting it but riding in the snow too.
...but not me, because I''m a wimp.

We don't get much snow around here, but if it is snowing at the house when it's time to leave I won't ride.
I draw the line at 19 degrees ambient although I've ridden colder.
Wind and rain don't bother me much.

I live in SoCal, and I ride year round. I do ride in the rain, but if it's going to be a major downpour, I avoid riding that day if possible. I've been caught a few times in a bad storm coming home from work. Biggest problem for me was visibility...

Up here in Puddletown I've always ridden year round, butt I don't ride in the snow or ice anymore now that I'm retired! It is all about having the right gear, don'tchaknow!

Rain or shine. Snow, not so much, I have been out in it, below freezing it gets too dangerous imo.
Once the salt goes down I am done.
Turns out I can't leave the cage parked for weeks or the battery goes flat so the worse rain I might cage it in, particularly if t-storms
are imminent.
I start to get choosy about it now around 20F.

Heat, rain, cold (worst was 9ºF) even rode home from work in the snow a couple times.

I have many many miles in rain and snow. These days I no longer need to do that (bike was only transportation) as I have other vehicles.
Now my duc is my toy bike and I try not to subject it to rain or snow. Only been caught out once in a minor sprinkle in 12k miles. Even that I saw coming as weather forecasting is a bit of a specialty due to my profession.

I typically ride until ice/snow build up on the roads prevents it and even then, I sometimes get a wild hair and ride anyway.
Of course, traction control, ABS and heated gear makes it easier to decide.

Clear with temps between 68 and 73F, wind no more than 10mph, and only during Starbucks business hours.

I ride all year around. It doesn't get much colder than 10 C here though. I don't let the rain stop me, I just dress appropriately and drip when I get where I'm going.

I used to ride year round when I lived in Phoenix too. Hottest I rode in was 118°F...
