Is Jeremy Clarkson saying that F1 should be more like Nascar?

Not as much as he's saying it needs a major make the beast with two backsing overhaul to become a more popular sport. Hell I've got friends that are F1 (fans) yet never watch nor could name 5 drivers.

As much as i hate to say it Nascar is the most exciting  auto racing there is ..close racing , lots of passing

just which they could do more what they do on the oval to the road course's

I find Nascar terribly boring. I know some people that have actually admitted to watching for the wrecks. F1 should do a much better job allowing the fans access. F1 is not worse than MotoGP where the race is pretty much between 3 guys. At least in F1 they force them to pit. The problem is that they over engineered even the pit stops. You can also argue that yellow flags in Nascar serve to make the racing closer, but I can't stand 10 minutes of them slowly lapping around the track. So, where I do agree that F1 should find a way to be more exciting and to make themselves more approachable to the fans, I would not necessarily use Nascar as the example.

F1 is silly at this point. It's more about rules compliance than it is racing. I still love the performance, but I just can't follow it anymore. I quit watching when Ricciardo was DQ'ed last season for too high of a fuel flow rate. Fuel flow rate...WTF. It isn't enough to dictate the fuel volume? Then add in DRS...but only use it when and where we say you can. Again, WTF.

Nascar is boring on ovals, but fantastic on the road courses.

Agreed, except that 80% of the races are on ovals.
