Unless I'm reading it wrong, either donation would go to Harbor Humane.
In the sponsor case, Bill's name will be on a large dog kennel for a year.
In the other case, it's just a donation in his name.
I vote for sponsoring the kennel.

There are actually several different types of 'kennels', but Randy has it right. The money goes to Harbor either way, and they decide how to spend it.
